Covid-19 : L’accumulation en devises étrangères permettra à Maurice d’affronter la crise avec sérénité

GIS  – 15 mai 2020 : L’augmentation des réserves en devises étrangères de Maurice sur
ces cinq dernières années permettra au pays de faire face à cette crise
sanitaire et économique sans précédentavec plus de sérénité.

 

C’est ce qu’a indiqué le ministre des Finances, de la
Planification et du Développement économiques, M. Renganaden Padayachy, lors de la séance de Private Notice Question
à l’Assemblée nationale cet après-midi.

 

En fin 2014, les réserves
officielles du pays s’établissaient à Rs 124,3 milliards (3,9 milliards de
dollars), représentant une couverture de six mois et demi d’importations de
biens et de services. Ce montant a doublé pour atteindre, à la fin du mois
d’avril 2020, Rs 280,6 milliards (7 milliards de dollars), soit une couverture
de 12,8 mois d’importations de biens et de services. Selon lui, cette
augmentation découle d’une stratégie d’anticipation visant à construire la
résilience économique du pays pour se prémunir de chocs exogènes.

 

Concernant les banques
commerciales à Maurice, le ministre a précisé, qu’à la fin de mars 2020, ces
dernières détenaient des actifs en devises étrangères de l’ordre de Rs 780
milliards. Quant à leurs actifs nets en devises étrangères, ils s’élevaient à
près de Rs 400 milliards, soit 10 milliards de dollars. « Maurice détient,
à ce jour et au total l’équivalent de Rs 1 000 milliards en devises étrangères »,
a souligné Dr Padayachy.

 

Le grand argentier a également
donné les dernières données pour le premier trimestre de l’année 2020. Les
recettes touristiques pour cette période se situent à Rs 14,1 milliards, comparé
aux Rs 16,5 milliards à la même intervalle l’année dernière. Les chiffres des exportations
pour le premier trimestre sont à Rs 12,1 milliards.

 

Rappelant que les effets du Covid-19
n’ont pas épargné les places financières à travers le monde, Dr Padayachy a
signalé que la Bourse de Maurice a tout de même enregistré, du début de l’année
2020 au 14 mai 2020, des investissements de portefeuilles étrangers de l’ordre
de Rs 713 millions. Les entrées pour les investissements directs étrangerssont évaluées
à plus de Rs 3 milliards.

 

Sur les craintes de l’effet
négatif d’une éventuelle catégorisation de Maurice comme pays tiers posant des
menaces au bloc de l’Union Européenne sur les fluctuations de capitaux
étrangers, le ministre a tenu à rappeler que la liste de pays tiers à haut
risque de la Commission européenne, sur laquelle figure Maurice, n’est qu’une
proposition et qu’elle n’a pas encore été avalisée par le Parlement et le
Conseil européens.

 

Le ministre est également revenu
sur les amendements apportés par le Covid-19 (Miscellaneous Provisions) Bill à
la Bank of Mauritius Act. Il a mis en exergue la possibilité pour le
Conseil d’administration de la Banque de Maurice d’investir, à sa discrétion et
en toute indépendance, dans l’économie mauricienne. Il a également fait part de
la demande de la Banque centrale pour un élargissement de ses compétences afin de
pouvoir investir, dans l’économie locale, certains fonds investis à l’étranger,
et actuellement soumis à de possibles rendements négatifs. « Au travers de
cette demande, la Banque centrale entend assurer plus efficacement sa mission
primaire, afin de concilier la stabilité monétaire et la soutenabilité du
développement économique », a dit Dr Padayachy.
